Okayama University to Raise International Tuition by 2.5x

Okayama University, one of Japan's national universities, has decided to significantly raise tuition fees starting with the incoming class of academic year 2027. In particular, the tuition hike for international students is substantial, which is expected to have a major impact on the financial planning of those preparing to study in Japan.

On June 25, 2026, Okayama University officially announced its policy on the "Rationalization of Tuition Fees for Students Entering from Academic Year 2027." This revision will apply to new students entering the university in or after April 2027.

International Student Tuition to Increase to 2.5 Times Current Level

The most notable part of this revision is the tuition hike for international students. For international students entering in or after April 2027, annual tuition across all undergraduate and graduate programs will jump from the current 535,800 yen to 1,339,500 yen. This represents an increase of approximately 2.5 times the current amount.

In contrast, for Japanese students, the tuition for undergraduate programs will increase by about 20%, from the current 535,800 yen to 642,960 yen per year. Compared to domestic students, the rate of increase imposed on international students is significantly steeper.

However, for international students already enrolled at Okayama University, or current students advancing to a higher degree program within the university (e.g., from undergraduate to graduate school), the pre-increase tuition rates will still apply. Current students will be spared the burden of this sudden tuition hike.

Allocation of Increased Revenue and Support Measures for International Students

Okayama University stated that it plans to intensively invest the revenue secured through this tuition increase into improving the educational environment and student welfare. The specific plans for utilizing the funds are as follows:

  • Improving Learning and Research Environments: Expanding library collections and electronic journals, and strengthening support for domestic and international training and practical programs.
  • Student Welfare and Support: Upgrading student welfare facilities, and enhancing mental healthcare and career support services.

Along with these measures, tailored support plans for international students will be newly established. The university plans to promote the following initiatives to help international students enjoy a stable campus life:

  • Establishment of an International Support Center (tentative name): Setting up a dedicated support organization for international students to provide administrative and daily life assistance.
  • Enhancing the Tutor System: Strengthening the tutor system to assist international students with their studies and adaptation.
  • Improving Tuition Payment Convenience: Diversifying payment methods to make it easier and more convenient to transfer and pay tuition fees from overseas.

In addition, to ease the financial burden on households and attract outstanding talent, the university plans to expand financial support measures, including establishing a new merit-based scholarship system open to all students.
